LAKE CHARLES BROWNFIELDS PROGRAM

OWNER PROPERTY ENROLLMENT PACKET

 

This packet contains the materials needed for an owner to enroll a property for

consideration for the City of Lake Charles Brownfields Program (LCBP). Brownfields are abandoned; idled; or underused properties with real or perceived environmental contamination. The site selection process proposed for the LCBP (below) was presented in the Initial Proposal Grant Application process. The forms in this owner property enrollment packet may be submitted along with or after a property submittal form, which brings conditions at the property to the attention of the LCBP. The enrollment packet consists of two forms, Consent to Listing as a Brownfields Property, which identifies the responsibilities of owners participating in the program, and Consent to Property Access, which may also be needed for properties not participating in the LCBP. The criteria used for the initial scoring and for the continued evaluation are also presented.

 

Site Selection Process:

To be considered for the Brownfields Initiative, a site must be real property located in the city of Lake Charles with a suspected or confirmed environmental concern on-site or on an adjacent property. Generally, a site will be designated a Submitted Site (Level 1) when it is identified by someone with an interest in the property or through document or database searches. These sites will be listed in the LCGIS. Sites were/will be given an initial scoring, designated a Brownfields property by the current owner(s) and further evaluated to be selected.

 

To be eligible for designation as a Listed Brownfields Site, the current owner must agree to the listing of the property as a Brownfields site and provide basic information. The owner must understand that the information received, obtained, and/or reviewed about the property by the LCBP will be a matter of public record. Sites will be further evaluated by a member of the City Planning Department based on documentation received that shows the stage and significance of assessment efforts, risk evaluation, size, future public benefit, redevelopment potential, general intrinsic clean market value, and general ratio of cost to value gained. Access to properties to be assessed will be acquired through the use of access agreements.
