Councilman Marshall Simien, Jr.
Marshall J. Simien, Jr., a native of Lake Charles, was elected to the City Council on April 2, 2005. He is a graduate of Washington High School and McNeese State University with a degree in Government. He received his law degree from Louisiana State University and is licensed to practice in all state and federal courts in the State of Louisiana.
Marshall began his legal career as a judicial law clerk to current Louisiana Supreme Court Justice Bernette J. Johnson. He then joined the law firm of Middleberg, Riddle & Gianna in New Orleans where he worked in the firm's litigation department conducting and overseeing complex litigation while representing major corporations, small businesses, insurance companies, and financial institutions, among others.
In 1999, Marshall returned home to Lake Charles with his wife, the former Dr. Paula Mouton of Lafayette. They have three children, Marshall III, August, and Grace Elizabeth. Upon his return home, he founded the SIMIEN LAW FIRM, whose offices are located on the lakefront in the Capital One Tower on the 11th floor. His firm's primary practice areas include commercial business services, commercial and business litigation, insurance defense, and personal injury. Marshall's passion has been the representation of small and emerging businesses whom he feels are the foundation of this area's future. He has been involved extensively in housing and economic development in his community.
Marshall is a member of Immaculate Heart of Mary Church. His community involvement includes membership in Alpha Phi Alpha Fraternity, Inc., Lake Charles Kiwanis North, and All Coming Together. Professionally, he is a member of the American Bar Association, National Bar Association, Louis A. Martinet Legal Society, and the Southwest Louisiana Bar Association. He served on the National Bar Association's Board of Governors, and is a former Director over Region V, which includes the states of Louisiana, Texas, Mississippi, and the Panama Canal Zone.
Prior to the Lake Charles City Council, Marshall served on several civic and community boards. In 2002, he was appointed to serve on the Lake Charles Board of Zoning Adjustment. In 2003, he was appointed by the Mayor of Lake Charles to serve on the board of Lake Charles Facilities Corporation, where he was elected Board President. Also, in 2003, Marshall was appointed by the Governor of the State of Louisiana to serve on the Board of Commissioners of the Lake Charles Harbor & Terminal District, which oversees operations at the Port of Lake Charles. He served as Secretary/Treasurer of the Port Board until resigning voluntarily in order to turn his full attention to serving on the Lake Charles City Council. Marshall represents District A of the City, which includes the North Lake Charles area and encompasses the lakefront, Calcasieu River area and downtown.
As City Councilman, Marshall is committed to providing services that enhance our citizens' quality of life. He has partnered with the private sector to provide newly constructed and renovated housing, including subdivision development. He is intimately involved in waterfront development along the lake and Calcasieu River. He works with various boards and departments to create progressive parks and recreation, as well as comprehensive centers for learning for our children. The end result is to create new jobs and growth opportunities.
